is a business, facility, or individual that prepares animal meat for human consumption. This process typically includes slaughtering, cutting, trimming, grinding, packaging, and sometimes curing, smoking, or cooking meat products.

In regulatory terms, meat processors may be:

  • USDA-inspected (able to sell across state lines and wholesale)

  • State-inspected (limited to in-state sales)
